The 48th Plenary Meeting of the Consultative Committee of Convention 108 is held in Strasbourg

The Information and Data Protection Commissioner, Mr. Besnik Dervishi and the Director General for Data Protection, Ms. Pjerina Gaxha, participated in the proceedings of the 48th Plenary Meeting of the Consultative Committee of the Convention for the Protection of Individuals with regard to Automatic Processing of Personal Data (Convention 108), held in Strasbourg.

The meeting addressed key issues in the field of personal data protection in the context of global technological and legal developments.

The main discussion points included:

  • Transborder flows of personal data, with a focus on the implementation of the Model Contractual Clauses (MCC), the countries that have adopted them, and the need to develop new tools to facilitate international data exchanges. The Secretariat also presented a new initiative for a multilateral dialogue on data transfers.
  • Interpretation of Article 11 of the modernized Convention 108, relating to possible limitations of data protection rights, where the Committee reviewed the relevant draft guidelines and was invited to adopt the document for publication.
  • Data protection in the context of Large Linguistic Models (LLMs), which addressed the privacy and data processing risks arising from the use of advanced artificial intelligence technologies.

The Committee also considered information on inter-institutional cooperation within the Council of Europe, the latest developments in the field of data protection in the participating countries, as well as current cooperation projects in this field.

During this session, the representatives of the Council of Europe member states in the Committee, also elected by vote the Council’s Data Protection Commissioner.

Participation in this important international roundtable reconfirms Albania’s commitment to following the highest standards of personal data protection and to being an active part of global developments that directly affect the rights of individuals in the digital age.
