“The Right to Information and Protection of Personal Data” was the topic of a training session held for the staff of the Commissioner’s Office, in collaboration with the Albanian School of Public Administration. The activity focused on increasing the professional capacities of the institution’s employees, further strengthening the effective implementation of the law and service to the public.
The training was led by two certified trainers, Ms. Elona Hoxhaj and Ms. Pjerina Mema, who also hold the position of Director General in the fields of information and personal data at the Commissioner’s Office. They shared their specialized knowledge, bringing not only theoretical explanations, but also concrete cases from daily practice, which help in the understanding and implementation of the legislation.
Participants were introduced to the importance of two fundamental laws in this area:
- Law No. 119/2014 “On the Right to Information”;
- The new Law No. 124/2024 “On the Protection of Personal Data”.
In terms of information, topics such as: citizens’ right to information and transparency, the role of the coordinator for the right to information, legal restrictions on access to public information, as well as the procedures followed by the Commissioner’s Office for reviewing complaints were highlighted.
Meanwhile, the part on protection of personal data focused on the principles of legal data processing, the rights of subjects, the obligations of controllers and processors, as well as issues related to international data transfers. Ms. Mema brought a summary of the innovations brought by the new law, compared to the previous legislation, clarifying the expanded powers of the Commissioner in this area.
To facilitate the understanding of the laws, the trainers brought practical examples, which reflect the most frequent challenges and solutions in the daily work of the administration. In conclusion, it was emphasized that the Commissioner’s Office regularly organizes such activities, as part of efforts to continuously improve its work and to guarantee the most effective implementation of laws that protect citizens’ rights.
