As part of the process of drafting bylaws on the implementation of Law No. 12/2026 “On Lobbying in the Republic of Albania,” the Office of the Commissioner for the Right to Information and Personal Data Protection, with the support of experts from the Council of Europe (CoE), has completed the drafting of the package of draft secondary legislation aimed at ensuring the effective implementation of the law.
The package includes draft acts regulating procedures for registration in the Lobbying Register, its administration and publication, reporting on lobbying activities, data verification, document management, conflicts of interest, the Code of Conduct for Lobbyists, as well as information and awareness-raising activities in the field of lobbying.
In accordance with the principles of transparency, inclusiveness and public consultation, the draft acts have been published on the institution’s official website, under the “Public Notice and Consultation” section, and can be accessed through the following link: Draft Acts of the Office of the Commissioner.
The public consultation process will remain open until 4 September 2026, during which period public institutions, civil society organisations, the media, the business community, experts and all other interested parties are invited to submit their comments and suggestions to the official email address.
The contributions submitted during the public consultation will be reviewed and, where appropriate, reflected in the final version of the secondary legislation prior to its adoption.
The Office of the Commissioner expresses its appreciation for the support provided by the Council of Europe throughout the drafting process and welcomes the contributions of all interested parties as part of the public consultation process.
