The Information and Data Protection Commissioner’s Office has completed the process of monitoring the proactive transparency of public authorities in the Republic of Albania for the sixth consecutive year. The monitoring for 2025 included 367 central and subordinate public authorities, independent institutions, local self-government units, institutions of the justice system, higher education institutions, professional orders, as well as commercial companies where the state owns the majority of shares.
Proactive transparency means the regular and updated publication of information by public authorities, enabling citizens to follow institutional activity. Systematic publication of information strengthens the responsiveness, credibility and accountability of institutions to the public.
The monitoring process is based on the requirements of the regulatory framework in force, with the aim of guaranteeing the widest and most comprehensive access to information and documentation of a public nature. To carry out this assessment, 16 monitoring indicators (out of 12 indicators used for 2024) were used, detailed in the “Methodology” section of the reports. These indicators analyze in detail the fulfillment of the obligations arising from Article 7 of Law No. 119/2014 “On the Right to Information”, as amended.
This annual exercise aims not only to highlight problems and challenges, but also to identify and promote consolidated positive practices, where proactive transparency is treated as a daily standard of institutional functioning.
The comparative analysis results in a continuous improvement in the level of proactive transparency from year to year, taking into account both the increase in the number of assessment indicators and the expansion of the number of monitored authorities. However, it remains necessary to maintain a high level of institutional commitment and strengthen professional accountability to address the challenges identified during the monitoring process.
The Commissioner’s Office reiterates that any effort to consolidate transparency mechanisms is welcome, emphasizing the fundamental principle that openness constitutes the “rule”, while restrictions constitute the “exception”.
