The Commissioner’s Office begins drafting bylaws for the implementation of Law No. 12/2026 “On Lobbying in the Republic of Albania”

Following the adoption of Law No. 12/2026 “On Lobbying in the Republic of Albania”, the Information and Data Protection Commissioner’s Office has started work on drafting the necessary by-laws for its effective implementation.
The process is being developed in cooperation with experts from the Council of Europe (CoE) and representatives of the Commissioner’s Office, who are working on the preparation of the regulatory framework that will enable the functioning of the lobbying register, administrative procedures, standard formats and transparency and control mechanisms provided for in the law.
Several by-laws are currently being drafted, which relate to:
• formats and reporting periods for lobbying activities;
• structuring and administration of the Lobbying Register;
• procedures for registering and reviewing requests;
• categories of documentation that must be kept by lobbyists;
• the format and manner of submitting lobbying declarations;
• procedures for identifying and managing conflicts of interest;
• procedures and deadlines for verifying the accuracy of the recorded data.
These documents are still in the drafting phase and are being processed in accordance with the best European standards in the field of transparency and integrity of lobbying activity.
After the completion of the preliminary drafting, the draft acts will be published for public consultation, with the aim of involving institutions, interest organizations, experts and the public in the process of their finalization.
