The Commissioner’s Office Holds Training for Mediterranean University Students on the Right to Information and Personal Data Protection

Today, 4 November 2026, the Information and Data Protection Commissioner’s Office welcomed students from the Faculty of Legal and Human Sciences of the Mediterranean University of Albania, accompanied by their lecturer, Ms. Luljeta Kodra. The training session was held as part of their Constitutional Law and Administrative Law courses, focusing on the right to information and the protection of personal data.

At the outset, participants were introduced to the institution, its areas of activity and the communication channels available for obtaining information and guidance or submitting complaints.

In the field of personal data protection, Ms. Renata Neli, Director of the Directorate of Supervision in the Field of Criminal Justice and Public Security, presented the latest developments in the legal framework, the principles governing personal data processing and individuals’ rights, as well as the obligations of data controllers and processors. Through practical case studies and the case law of the European Court of Human Rights, the session also addressed the safeguards for personal data protection when data are processed by competent authorities in the field of criminal justice.

In the field of the right to information, Ms. Emerlinda Pema, Director of the Directorate for Monitoring Transparency Programmes, addressed access to public information, the obligations of public authorities regarding proactive transparency and the complaint mechanisms available before the Commissioner. Cases drawn from the institution’s decision-making practice helped explain the implementation of the law in practice and the relationship between transparency and the protection of personal data.

The questions and discussions throughout the training session provided students with an opportunity to connect the knowledge acquired in the classroom with the institution’s activities and the practical mechanisms for safeguarding these rights.

Ms. Luljeta Kodra expressed her appreciation for the warm welcome and the work of the Commissioner’s Office, highlighting the professionalism of the presentations and the value of practical case studies for the students’ legal education. She also expressed interest in further strengthening cooperation through activities that help bridge academic learning and institutional practice.

To further support participants’ understanding of these two areas, the Commissioner’s Office distributed institutional publications to the students.
