Draft Institutional Strategy 2026-2030 in public consultation: vision and priorities for the next 5 years

The Information and Data Protection Commissioner’s Office presents for public consultation the Draft Institutional Strategy 2026-2030, a document that sets out the vision, priorities and strategic directions of the institution for the next five years.

The draft strategy reflects the challenges and developments that accompany the institution’s activity, in particular the digital transformation, the European integration process and the expansion of the Commissioner’s competences. The document aims to guide the further development of the institution as an independent, effective, proactive and credible authority, in fulfilling its mandate to guarantee the right to information and the protection of personal data. In this context, it sets out priorities for promoting transparency through open data and public consultation, strengthening the implementation of the mandate in the field of transparency of lobbying activity, as well as increasing institutional effectiveness and developing organizational capacities.

The strategic priorities are accompanied by concrete measures and performance indicators, defined in the Draft Strategy and the Action Plan 2026-2027. Their implementation will be monitored through monitoring mechanisms, periodic reporting and evaluation of results.

As part of the public consultation process, the Commissioner’s Office invites public institutions, the private sector, civil society organizations, the media, academia, experts, citizens and all interested stakeholders to familiarize themselves with the Draft Strategy through this link: “The Commissioner’s Strategy for the Right to Information and the Protection of Personal Data 2026 – 2030” and to provide their comments and suggestions.

The public consultation will be open from 8 to 18 September 2026, during which period comments and suggestions can be sent to the email address info@idp.al.

The participation and contribution of stakeholders are important for the finalization of a comprehensive, implementable strategic document oriented towards strengthening transparency, integrity, accountability and effective protection of citizens’ rights.
