The Commissioner’s Office presents the Albanian experience at the European seminar on the right to information and open data

The Information and Data Protection Commissioner’s Office participated in the international seminar “Case Handling Workshop – FOI 2026”, held in Tallinn, Estonia, with the participation of around 30 representatives from the authorities responsible for transparency, the right to information and open data from various European countries.

The Commissioner’s Office was represented by Ms. Emerlinda Pema, Director of the Transparency Programs Monitoring Department, Ms. Alketa Sata, Inspector in the Directorate of Open Data and Public Consultation, and Ms. Bora Tafa, Inspector in the Transparency Programs Monitoring Department.

The seminar was organized by the Estonian Data Protection Inspectorate and focused on the exchange of experiences and best practices in finding the balance between the right to information and the right of access under Article 15 of the GDPR, as well as on the implementation of the legislation on open data and the reuse of public information.

During the first day, dedicated to the reuse of public sector information, representatives of the Commissioner’s Office made the first presentation of the seminar, presenting the Albanian legal framework on open data and the reuse of public information, as well as the measures taken to build institutional capacities and raise awareness for the implementation of this law. Presentations on this topic were also made by the authorities of Azerbaijan, Croatia, Hungary and Estonia.

In the framework of the seminar, Ms. Emerlinda Pema, in her capacity as representative of the ICIC Secretariat, also informed the participants on the progress of preparations for this year’s International Conference of Information Commissioners (ICIC).

The second day was dedicated to addressing practical cases related to the differences and interaction between the right to information and the right to access personal data under the GDPR. Representatives from Switzerland, Germany, Slovenia, Spain and Estonia presented concrete cases and institutional practices in this area.

The participation of the Commissioner’s Office in this activity served to strengthen international cooperation, exchange professional experiences and promote Albanian practices in the field of transparency, the right to information and open data.
