The Information and Data Protection Commissioner’s Office has published the report on the implementation of Law No. 33/2022 “On Open Data and Reuse of Public Sector Information”, providing a complete overview of the level of implementation of this legal framework in Albania.
The report assesses the progress achieved and highlights the challenges and needs for improvement in public sector bodies and enterprises. According to data collected through a questionnaire addressed to 312 institutions, with a response rate of about 77%, an increasing commitment of public bodies towards transparency and data publication is noted.
Among the main findings of the report, it results that 177 institutions have approved and published the list of open data, 187 institutions have created the “Open Data” section on their official websites and 195 institutions have designated contact persons for open data.
These indicators demonstrate significant progress in establishing mechanisms for publishing data for reuse.
The report also highlights that most institutions publish data free of charge, in accordance with the principle of free access implemented through official websites. However, the use of standardized formats and licenses for reuse remains limited.
Important findings relate to institutional capacities, where over 80% of institutions have designated persons responsible for open data, but still face a lack of specialized human resources, technical capacities and financial support. The report identifies as the main challenges the need to increase capacities and practical training, improve technological infrastructure, standardize formats, and raise awareness of the importance of data reuse.
In conclusion, the Commissioner’s Office assesses that, although important institutional foundations have been laid, the implementation of the law remains at a developmental stage and requires further reinforcement. In this context, the Office will continue its active role in monitoring, guidance and training, with the aim of improving data publication and promoting the reuse of public information.
