The Information and Data Protection Commissioner’s Office organized a three-day working meeting, respectively on 28-30 April 2026, with the participation of delegations from the Kosovo Information and Privacy Agency and the Croatian Agency for the Protection of Personal Data.
The activity was held in the presence of the Commissioner Mr. Besnik Dervishi and the Commissioner of the Kosovo Information and Privacy Agency, Ms. Krenare Sogojeva Dermaku, who assessed inter-institutional cooperation as a key element in facing common challenges and guaranteed the further deepening of this cooperation in the future.
In accordance with the agenda, the first day of the meeting began with the official visit of the delegation of the Croatian Agency for Personal Data Protection (AZOP) to the premises of the Commissioner’s Office. During this meeting, discussions were held on institutional approaches, priorities and relevant experiences in the implementation of the legislation on the protection of personal data, creating the basis for deepening cooperation between the authorities and preparing a joint commitment within the framework of the European Commission’s call “CERV-2026-DATA”.
The second day continued with the tripartite meeting with the participation of the Information and Privacy Agency of Kosovo, where the discussions focused on concretizing cooperation and advancing the preparation of a joint project. In this context, the Croatian side represented by Ms. Anamarija Mladinic presented the “Olivia” platform, an innovative tool for supporting the functions of data protection authorities and interaction with the public. It was assessed as an advanced practice, with the potential to be adopted by Albania and Kosovo, in order to modernize processes and increase institutional efficiency.
While the third day of this meeting focused on the exchange of best practices between the two authorities of Albania and Kosovo. The Commissioner’s Office presented some of the main instruments and practices in both areas of responsibility. In the field of the right to information, the Director of Monitoring Transparency Programs, Ms. Emerlinda Pema, presented the “Self-Declaration Report of Public Authorities on the Implementation of the Law on the Right to Information”, while the inspectors of the office brought concrete cases on the review and resolution of complaints. In the field of personal data protection, the Director of Complaints and Harmonization, Ms. Meri Kujxhija, presented the “Methodology for Calculating the Amount of Administrative Sanctions”, accompanied by concrete cases handled by the inspectors of the relevant directorate. From the Kosovo side, Mr. Kushtrim Mustafa presented the practices and challenges in the processing of personal data through camera surveillance systems, bringing an important perspective on the use of technology and the protection of fundamental rights.
The meeting served as an important platform for the exchange of knowledge, strengthening institutional capacities and deepening regional cooperation, in order to effectively implement legislation and meet European standards in the field of the right to information and the protection of personal data.
